A new update, a new patch.

The exe will only be for a 2016 start and is only recommended for use with the October 2016 data. I'll include the .patches used in the exe at the end of the post, but if people want to use them for other start years and databases then they are on their own. The exe(s) can be found in post #2 of the 'Download' link, but please read the rest of this post fully before continuing.

Changes from v1 to v2:
Competition changes:
*Argentine Cup replaces the Polish League Cup (thanks gio!).
*International competitions synced for a 2016 start.
*World Cup qualifying reset for Europe and South America (full campaigns can now be played: Oceanic/South American countries will enter the 2018 World Cup).

Minor gameplay changes:
*Champions League: Phase 2 Fixture 1 & 2 dates changed (games no longer played on a Friday).
*Copa América: Quarter Finals, Semi Finals and Third Place Playoff games now go straight to penalties after 90 minutes.
*English clubs can no longer loan players outside of transfer windows.
*English FA Cup: Quarter Finals no longer have replays (extra-time & penalties instead).
*Europa League: Third Round First Leg game should no longer clash with international matches.
*French clubs can now loan players to each other.
*Irish clubs can now loan players to each other.
*Russia: New game begins 10 days earlier (to give players a chance to make transfers).
*Spain: B teams added for Almería, Getafe, Granada & Villarreal (replacing the B teams of Extremadura, Salamanca, SSV Ulm & SG Hoechst).
*Turkish foreign player limits updated for the TFF 1. Lig (10 squad / 5 match) and TFF 2. Lig (0 squad / 0 match).
*Work permits reinstated for the UK&ROI (accidentally removed in the first version - non-EU players now can't be loaned again).
*Yugoslavia removed.

Display changes:
*Inflated £ option added: select the £x2 currency in Game Settings to roughly double the values of everything in the game.
*Rename v1.41 included.
*Round names updated for various competitions (including three new names: Round of 64/32/16).
*USA: MLS clubs now named correctly.

Other:
*Regens won't be promoted at clubs with 45+ players, in an attempt to keep the transfer market fluid when playing with a max database. There should be fewer AI clubs with 50 player squads, most of which are average regens (thanks xeno!).[/spoiler]

Gameplay changes:
*AI clubs in background leagues will now hire managers.
*Continental competitions load regardless of the leagues selected (except European ones - still only load with a European league).
*Manage any team, regardless of whether their league has been selected.
*Players outside European leagues can gain second nationalities as long as they aren't European. For example, Uruguayans playing in Argentina can become Uruguayan/Argentine but Spanish players playing in Argentina won't become Spanish/Argentine.
*Regens from smaller nations will now regenerate at younger (normal) ages.
*Regens won't be promoted at AI clubs with 45+ players, in an attempt to keep the transfer market fluid when playing with a max database. There should be fewer AI clubs with 50 player squads, most of which are average regens (thanks xeno!).
*Reserve teams enabled for German, Portuguese and Spanish clubs without a B team.
*Scout roles can be offered to staff (except physios).
*Transfer windows added to all leagues.

Minor gameplay changes:
*Argentina: Squad restriction of 4 foreign players added.
*Argentina: TV and prize money added to Primera B División, reduced in Primera División.
*Australia: 4 --> 5 foreign players allowed in match day squad.
*Australia: Final renamed to Grand Final and brought closer to last Closing Stage fixture.
*Australia: Opening Stage winners called Premiers instead of Minor Premiers.
*Champions League: Phase 2 Fixture 1 & 2 dates changed (games no longer played on a Friday).
*Confederations Cup: Last World Cup winners enter instead of last Confederation Cup winners (thanks gio!).
*Copa América: Quarter Finals, Semi Finals and Third Place Playoff games now go straight to penalties after 90 minutes.
*England: Clubs can make 9 simultaneous loans.
*England: FA Cup Quarter Finals no longer have replays (extra-time & penalties instead).
*England: Players aged 24+ can now be loaned for a full season (instead of a maximum of four months).
*England: Wembley is always used for relevant English cup finals and England international games.
*Europa League: Third Round First Leg game should no longer clash with international matches.
*Germany: 18 non-EU --> no restrictions in match day squad (removes FGN symbol from squad screen).
*Germany: DFL-Supercup histories edited.
*Olympic Games: Correct countries enter 2016 tournament.
*Poland: 18 --> 3 non-EU players allowed in match day squad.
*Republic Of Ireland: Automatic relegation places from the Irish Premier Division reduced from 2 to 1.
*Republic Of Ireland: Clubs can make a total of 9 loans in a season.
*Republic Of Ireland: Loans can be made between clubs in the same division.
*Republic Of Ireland: Suspensions begin immediately instead of after 14 days.
*Russia: New game begins 10 days earlier (to give players a chance to make transfers).
*Russia: Squad restriction of 10 foreign players added.
*South Korea: League start date pushed back to May (due to empty calendar).
*Spain: 2 --> 3 non-EU players now allowed in La Liga match day squad.
*Spain: B teams added for Almería, Getafe, Granada & Villarreal (replacing the B teams of Extremadura, Salamanca, SSV Ulm & SG Hoechst).
*Turkey: Foreign player limits updated for all three divisions (squad/match numbers per division is: 14/11, 10/5, 0/0).

Known issues:
*Argentine Cup: The History never seemed to "stick" when I entered it in the editor and then moved the club_comp_history.dat file to another computer, so it's blank for now.
*Background hiring: human managers need to move a league into the foreground before applying for a job (or else you never get them from my brief testing).
*Competition histories duplicated for various years in the English Premier League (and one year in the Olympics). This is only a cosmetic error, it won't affect gameplay.
*Euro 2020: hosting is a bit messed up: whoever hosts Euro 2024 will be shown as hosting Euro 2020 when teams qualify for it in news items. Seeing as Euro 2020 doesn't really have a host IRL (I suppose Engand at a push) I'm not too bothered about it.
*French Championnat National: still has 20 clubs - two just play no fixtures (La Châtaigneraie & Orvault SF).
*French Coupe de la Ligue: two Ligue 1 sides don't enter in the first season.
*Windows 10 users: if you suffer crashes when the game is updating at the end of the season, try changing the compatibility mode to "Windows XP Service Pack 3".
