Managing San Marino and getting jobs abroad

Hi all

I have looked through the various threads to try and find answers but have come up short. So, can anyone help with the following:

1 - I want to start the game and take over a really bad country and then apply for the club jobs available. Any way to activate San Marino, Andorra, etc in the game?

2 - Does anyone have the offset changes needed to make getting jobs abroad easier in the 3.9.68 version? I have seen it for .60 and .65 but not .68.

I play the regular game with the 3.9.68 update and no other patches.

I have used Olly to edit offsets, so I understand that, but I have no clue about what you wrote!

Saturn post this on another thread, but it is for the .60 version, I believe.
